The Guidelines of the Habbo Malacanang was developed to make HM a better place for everyone. This includes ethical guidelines for employees and allies, as well as special unit policies, leave of absences, inactivity, promotions, pay, the court system, disciplinary structures, uniform policies, commands and human rights.
MALACAÑANG CODE OF JUSTICE

Regulation: Philippine Code of Justice All members of the Habbo Malacanang regardless of rank or position, are expected to abide by and follow the Philippine Code of Justice. The Code of Conduct defines the expectations of all employees of the Habbo Malacanang and those who fail to follow them will face punishment. Philippine Code of Justice is as follows:

Chapter 1: Powers and functions of the Commission
Section 1.0 Habbo Malacanang shall mean The power to: formulate policies and issue a police manual setting out rules and regulations for effective organization, administration and service, including requirements for the allocation, distribution and deployment of staff, recruitment, selection, promotion and retirement of staff and the execution of qualifying entry and promotional exams for uniformed members.

Article 1. Violation of the Habbo way
All HM members are expected to follow the Habbo Way and abide by all Habbo.com rules. Breaking these rules will lead to disciplinary action.
Article 2(a). Disrespect
Insulting behavior that does not reflect the values of the HM and as a whole; behavior towards another service member that is patronizing and/or discourteous; and any other type of behavior that might be degrading or demeaning. Disrespect will be punishable, first, by a warning and then by a demotion for repeated offences.. If the case is deemed more severe by the Director General, the warning can be waived.
Article 2(b). Insubordination
Insubordination is a direct affront to authority or a refusal to obey orders. Insubordination will be punishable, first, by a warning and then by a demotion for repeated offences. If the case is considered to be more serious by the Director General, the warning may be waived.
Article 3. Nuisance
Any personnel who cause inconvenience or annoyance, as deemed to be in Command, may be punished.
Article 4. Conduct Unbecoming
Conduct Unbecoming is any kind of behavior that directly contradicts the values of Habbo Malacanang. The penalty under this Article shall be subject to the direct discretion of the Director General.
Article 5. Incorrect Dress
Any violation of the Habbo Malacanang standard dress code may be punished starting with a verbal warning issued by the accused parties.
Article 6. Discrimination
No member of Habbo Malacanang or civilian can be discriminated against within Habbo Malacanang on the grounds of his / her condition.;
(a) Race,
(b) Personal interests or hobbies,
(c) Sexuality,
(d) Appearance
(e) Religion or belief
Article 7a. Desertion
(Section 2.7.1) Without authority, he or she shall remain absent from his or her unit, organization or place of duty in an attempt to remain permanently away from it.;
(Section 2.7.2) Departures from his unit, organization or place of duty with a view to avoiding hazardous duty or shirk important service; or
(Section 2.7.3) Any Habbo Malacanang member who, after tendering his resignation and prior notice of his acceptance, ceases to serve without leave and with the intention of remaining permanently away from work, shall be guilty of desertion.
Article 7b. Double Jobbing
Double Jobbing is defined as having a second job in the field of the military or the agency. Double employment will result in immediate termination. This article does not apply to role-play jobs that do not pay.
Article 7c. Self-Promotion
Self-Promotion is unlawfully boosting one's own rank above that given to them for the sake of greed or unwarranted access to power. Self-promotion will result in an immediate termination, at the discretion of the issuing authority.
Article 7d. Absent without Leave (AWOL)
AWOL may result in personnel who do not fulfill their early work duties for 7 days for iC's, and 10 days for non-iC's.
Article 8. Unauthorized acts
The undertaking of acts which are not authorized by your authority and which have not been authorized by the competent superior shall result in a punctual action as per the issuing authority.
Article 9b. Hacking
Any person subject to this chapter who unlawfully gains access to a forum / habbo account / personal computer / network or structure of another person with a view to committing a criminal offense therein is guilty of hacking and may be punished by a court martial.
Article 10. Conduct on Foreign Soil
You are expected to follow all the rules and regulations of the Habbo Malacanang even in a foreign organization. You must also respect all the rules of the foreign organization. This may include, but is not limited to: Trolling, Spamming, Poaching, Unrest and being a general nuisance. Penalties will vary on a case-by-case basis, depending on the severity and other factors.
Complaints and punishments will be handled only by the Director General and External Affairs.
Article 11a. Treason
Act(s) of betrayal towards the HM, including attempting to overthrow the leadership, violating operational security terms and conditions, or intentionally causing damage to HM. Acts of treason may lead to a National Punishment.
Article 11b. Conspiracy to commit Treason
The act of conspiring to commit an act of treason shall, subject to circumstances, be entrusted to the discretion of the Office of the President or of the Director General.
Article 11c. Aiding and Abetting
The act of supporting or betting on an individual who commits crimes against Habbo Malacanang, in accordance with the Philippine Code of Justice, will be punished on the basis of severity by the issuing authority.
Article 12. Unfit for duty
Unfit for duty is defined as being unable to perform the duties required of a member of the Command. Punishment for being declared unfit for duty may extend to and be at the discretion of the Director General.
Article 13. Evasion of Punishment
Under this Article, any member found to be resigning during or directly after the investigation may be discharged by the Director General or the issuing authority. This excludes scenarios where the staff in question provided an intent / notice of resignation prior to receiving knowledge of the investigation.
Article 14a. Harassment
Harassment is defined as the undesired aggressive pressure, attention or intimidation of another employee.
Article 14b. Sexual Harassment
Unwanted sexual attention is classified as sexual harassment and falls within the scope of this Article.
Article 15a. Abuse of power/Room Rights
(Section 2.15.1) Individuals in positions of authority, whether by rank, command or influence, shall not take part in any conduct that abuse their powers of authority. Abuse is defined by actions that benefit oneself and harm others, and includes, but is not limited to, actions that benefit oneself and harm others:
(Section 2.15.2) If a subordinate intentionally breaks the law at the order of a superior officer, both individuals shall be held responsible for the consequences of their actions.
(Section 2.15.3) Any person subject to this chapter who uses his or her rank to issue unlawful order
(a) Uses their ranks to intimidate or coerce subordinates.
(b) Uses their rank to negatively influence subordinates.
Section 2.15.3.2) Misuses their CP Command positions.
Misuses their room rights for or
(a) Preventing allied and personnel from lawfully entering HQ; or
(b) Allowing unlawful member or non-personnel to enter HQ; or
(c) Trashing the HQ or moving furniture around without permission.
Article 15b. Corruption
Unhonesty or fraudulent behavior on the part of those in power.
Article 16. Compromised Accounts
A compromised account means that your Habbo, Discord or Forum account has had an unauthorized breach. Sharing accounts or being unable to access an account is subject to compromised accounts. The compromised accounts shall be liable to a discharge if it has been proven with sufficient evidence.
Article 17. Obstruction of Justice
Any member found guilty of obstructing or in any way tampering with the investigation being conducted by the Department of Interior and Local Government shall be punished in accordance with this Article. This includes the conduct of independent investigations which do not involve the department. The Office of the President shall be exempted and reserves the right, if deemed necessary, to hold independent investigations.
Article 18. Operational Security
Any member found intentionally or unintentionally infringing Operational Security (OPSEC) or releasing classified information shall be punished accordance with the terms to this Article.
